Five public data points illustrate the scale and complexity of Syria’s transition: millions of displaced Syrians have returned, a decades-old U.S. terrorism designation has ended, inflation has eased sharply, and the government has regained control over a substantially larger share of national oil production. At the same time, millions of Syrian children remain outside the education system. Together, these indicators provide a concise factual baseline for congressional review of Syria’s stabilization, economic recovery, governance, and remaining humanitarian challenges.

Syria’s transition is being measured not only through diplomacy and security developments, but also through public data on displacement, U.S. policy, economic conditions, state capacity, and social recovery. These figures do not provide a complete picture on their own, but they offer measurable reference points for assessing both progress and continuing structural challenges.
1. More Than Three Million Syrians Have Returned
Number: More than three million Syrians have returned since December 2024, combining refugee returns from countries of asylum with the return of internally displaced Syrians.

The scale of return represents one of the most significant changes in Syrian displacement patterns since the beginning of the conflict. UNHCR data show large-scale movements both across Syria’s borders and from displacement locations inside the country.
For congressional review, the significance extends beyond the headline number. Sustaining these returns depends on housing, employment, documentation, public services, security, and the ability of local communities to absorb returning populations. Return therefore serves as both an indicator of improving confidence and a test of Syria’s institutional recovery.
2. Syria’s U.S. Terrorism Designation Ended After More Than Four Decades

The decision represents a major change in the legal framework governing U.S.-Syria relations. The designation had remained in place through successive U.S. administrations and shaped restrictions associated with Syria for more than four decades.
For Congress, the rescission is relevant to foreign assistance, sanctions policy, export controls, financial engagement, counterterrorism oversight, and the broader conditions governing normalization of economic relations with Syria.
3. Inflation Fell to an Estimated 11.5 Percent

The decline represents a significant easing of one of the pressures that has affected Syrian households and businesses for years. The World Bank also reports an appreciation of the Syrian pound since December 2024 alongside improved external connectivity and economic reforms.
The improvement should nevertheless be viewed cautiously. Economic conditions remain fragile, household purchasing power remains constrained, and Syria continues to face substantial infrastructure and investment needs.
For congressional review, inflation provides a measurable indicator for assessing whether political changes and economic reforms are beginning to translate into greater macroeconomic stability.
4. Government Control Now Covers 88 Percent of National Oil Production
Number: The transitional government’s share of Syrian national oil production increased from approximately 20 percent to 88 percent following its recovery of key oil and gas areas in February 2026.

Energy resources are important to Syria’s fiscal capacity, electricity supply, industrial recovery, and ability to finance basic government services. Greater control over domestic oil production could therefore have implications beyond the energy sector itself.
For congressional review, the figure is relevant to territorial consolidation, economic governance, energy security, public revenues, and the degree to which national institutions are re-establishing authority over strategically important resources.
5. Approximately 2.7 Million Children Remain Out of School

Education remains one of the clearest measures of the long-term consequences of Syria’s conflict. Damaged infrastructure, displacement, poverty, overcrowding, and shortages of functioning schools continue to restrict access to education even as other indicators improve.
The statistic illustrates an important distinction in assessing Syria’s recovery: stabilization at the national level does not automatically translate into restored public services at the household and community levels.
For congressional review, education conditions are relevant to humanitarian assistance, stabilization programming, workforce development, child protection, and Syria’s longer-term economic and institutional capacity.
Policy Relevance
Taken together, the five indicators show substantial movement in Syria’s transition while also identifying areas where recovery remains incomplete.
Large-scale returns indicate growing population movement back toward Syria and communities of origin. The rescission of the U.S. State Sponsor of Terrorism designation marks a major change in the bilateral policy environment. Lower inflation and greater control over national oil production point toward improving economic and institutional conditions.
At the same time, the number of children outside school demonstrates the depth of Syria’s remaining human-development challenges.
For congressional review, these statistics provide measurable reference points for evaluating Syria’s trajectory across displacement, U.S. policy, economic stabilization, state capacity, and social recovery. Future assessments will depend not only on whether these indicators continue to improve, but on whether that progress proves durable and translates into improved conditions for Syrian communities.
